- A reimbursement needs a bill and a business purpose. A fixed monthly sum without bills is an allowance.
- Rule 280 of the Income-tax Rules, 2026 exempts tour, transfer, daily and duty conveyance allowances, to the extent actually spent.
- Labour Ministry FAQs dated 30 December 2025 say reimbursement-based payments are not part of wages.

What is the difference between a reimbursement and an allowance?
One repays a real cost. The other is just pay.
| Feature | Reimbursement | Allowance |
|---|---|---|
| Amount | Actual spend | Fixed in the salary letter |
| Proof | Bills, tickets, receipts | None needed |
| Income tax | Not income, if for your business | Taxable unless exempt |
| Wages under the Code | Outside | Counts, unless on the excluded list |
Suppose your Pune engineer gets a flat ₹2,500 a month “internet allowance”. That is ₹30,000 a year of taxable pay, and at the 20% slab plus 4% cess she hands ₹6,240 of it straight back as TDS.
Now suppose she flies to a client in Bengaluru and spends ₹18,000 on fares and a hotel. You repay it against bills.
No tax. No PF. Her payslip shows it as a separate line.
How are reimbursements treated under the 2026 rules?
Bill-backed business costs stay outside income. That principle didn’t change on 1 April 2026.
The label did.
Allowances for official travel, transfer, daily charges on tour and conveyance on duty now sit in Rule 280 on the Income Tax Department site. They are exempt only to the extent spent, and the Rule keeps them available for new-regime employees.
Labour law points the same way.
Clause (e) of section 2(y) excludes sums that cover special expenses of the job. The Ministry FAQs summarised by SCC Online add that reimbursement-based payments are not wages.
So keep reimbursements real.
A fixed monthly amount called “reimbursement” but paid without bills is, in substance, special allowance. That makes it taxable and likely part of wages under the 50% wage rule.
Phone and internet bills are a grey area. Many payrolls repay them against bills under a written policy. No 2026 circular we have seen spells out the treatment, so confirm it with your tax adviser first.
Where do reimbursements fit with FBP and LTA?
Reimbursements often sit inside a flexible benefit plan as one of the employee’s choices. Leave travel allowance works like a reimbursement too, because the employee must prove the fare, but it helps only old-regime staff. Our guide to salary structure in India shows where each line usually sits.
How does Remunance process reimbursements for your India team?
Remunance collects claims and bills each month, checks them against your expense policy and pays approved amounts through payroll as separate, non-taxable lines. Claims without proof go through as taxable pay. Simple. Questions from you or your team get answered within 2 working days. To set up a clean expense policy for India, speak to our payroll team.
What else do people ask about reimbursement vs allowance?
Are reimbursements taxable in the new tax regime?
Not if they repay genuine business costs against bills. A fixed allowance with no exemption is taxable under both regimes.
Are reimbursements part of CTC?
Often, yes. Many employers show a reimbursement budget inside CTC, but only the amounts claimed with bills escape tax.
Do reimbursements count for PF?
No. Reimbursement-based payments sit outside wages under the Code on Wages, so they do not attract PF or gratuity.
